District reports uptick in seclusion and restraint incidents; pupil services outlines root-cause work

Jessie, the district's pupil services lead, told the board on July 6 that the district recorded a rise in both seclusion and restraint incidents this school year and outlined steps to address the trend.
"So this year we had 12," Jessie said, referring to total instances of seclusion. She reported 18 incidents of physical restraint and said 11 students were involved in restraint incidents, with 10 of those students identified as having disabilities.
Jessie said seclusion is used only as a last resort when a student poses an imminent threat to themselves or others. The district said it trains behavior response teams and special-education staff in nonviolent crisis intervention and is implementing a formal root-cause protocol to better understand triggers and prevention strategies.
Board members asked for comparative data and whether the district had benchmarked these figures against other districts. Jessie said the district reports the data to the state and that cross-district comparison had not yet been done; she committed to collecting longitudinal data to show trends over time. The board also discussed expanding staffing and supports at the elementary level, where most incidents occurred.
What happens next: the district will pursue a root-cause analysis with outside assistance, continue staff training, and provide an update early in the new school year on progress and staffing adjustments.
