Council orders condemnation of dilapidated mobile home at 55 Hillcrest, grants owner 90 days to clear property

The Pineville City Council voted April 14 to condemn a dilapidated mobile home located at 55 Hillcrest Drive and gave the property owner, Randy Stanford, 90 days to voluntarily remove the trailer and cap utilities.
City staff told the council that the structure had been severely dilapidated and initially was so overgrown with vines and debris that an inspection was difficult. The engineer described the unit as unsuitable for rehabilitation and recommended condemnation and a voluntary clearance period. “It’s my opinion that this trailer is dilapidated and not a candidate for rehabilitation,” the city engineer said during the hearing.
Stanford, who identified himself for the record and gave an address, told the council he had purchased the property after the underlying problems began and asked for more time to remove the trailer, saying he was nearly 70 and had a broken right arm. “I would just like to say that I had just bought the property… I have no desire to rebuild it. I’m just wanting a little more time,” Stanford said.
Council members moved and seconded the engineer’s recommendation. The council approved the condemnation and the 90-day voluntary removal period on a voice vote. City staff said if the property is not cleared after that period the administration may proceed with removal and place any charges as a lien on the property; if the owner complies, staff will record a notice that the condemnation has been satisfied to clear the record.
The council directed that the mayor’s office be kept informed about the owner’s timetable and any difficulties so the administration can coordinate next steps.
What happens next: the condemnation decision will be recorded; if Stanford removes the trailer within 90 days staff will file notice of satisfaction. If not, the city may proceed with removal and lien placement.
