Commissioners authorize neighborhood revitalization and sheriff support building contracts totaling tens of millions

County procurement staff asked the board April 21 to authorize two construction awards: the Southampton Neighborhood Revitalization Project Phase 1 and the Sheriff's Office Support Services building.

Procurement Manager Brandon Hayden said the Southampton solicitation received three bids after a public process that included a virtual pre-bid, site visit and addenda. He recommended awarding Lot 1 to Great Mills Trading Post Company Inc. at an estimated $2,958,558.79; MetCom is expected to piggyback unit prices for Lots 2 and 3 under a separate contract. Commissioners approved a motion authorizing the procurement officer to award the Phase 1 contract, subject to receipt and acceptance of contract documents.

Hayden also presented the Sheriff's Office Support Services building solicitation, which drew 10 bids. He recommended a lump-sum award to Doyle Construction Company in the amount of $13,689,999, subject to contract documents. Commissioners discussed bid variance among offers and the advantages of completing site work now to reduce future mobilizations; Public Works staff said doing site work gives a clean building pad, laydown area and reduces repeated mobilization costs. The board authorized the procurement officer to proceed with awarding the Support Services building contract under the stated terms.

Both authorizations were passed by voice vote with no recorded opposition; each award remains conditional on final contract paperwork and any required state approvals.
