Albert Lea Council approves TIF modification to aid Vortex project, authorizes up to $2 million interfund loan

The Albert Lea City Council on Oct. 13 approved a modification to Tax Increment Financing District 5‑28 and an interfund loan resolution to support development tied to the Vortex cold storage project. Rebecca Kurtz, a financial adviser from Ehlers, told the council the district has performed “extremely well” since its first increment in 2023 and that expanding the district would allow reimbursement to the port authority for a land write‑down and accommodate additional development parcels.
Kurtz said the district is an economic development district under Minnesota statute with a maximum statutory term of nine years and that, assuming continued development, the city could see “just under $700,000” in additional tax revenue by 2031. As introduced, the proposal would add three parcels to the district and increase the maximum budget as allowed by statute; the amendment also includes authorization of an interfund loan advance of up to $2,000,000 for qualified project costs.
Council members asked how port authority parking and design‑ready parcels would be affected if the parcels are sold; city staff clarified that the parking lot parcel in question was not part of the TIF offer to Vortex and would remain with the port authority for now. City Manager Philip Johnson and Kurtz emphasized that any reimbursement to the port authority would be paid solely from increment generated by the district and that parcels would continue to pay taxes on assessed value while increment is redirected.
The council voted by roll call to approve the modification and the interfund loan resolution. Councilors Christiansen, Baker, Olson and Van Beek and Mayor Rich Murray recorded aye votes; the motion carried.
The modification will be filed with Freeborn County and state authorities; staff noted the city has until May 11, 2026 to add other parcels or create additional obligations under the amended plan.
