Albert Lea council accepts multiple street and utility contracts totaling several million

The Albert Lea City Council on April 13 approved a series of construction contract awards recommended by city engineering staff for 2026 capital projects, including neighborhood pavement work, state-aid overlays and a reconstruction project.
Engineering reported it received a single low bid of $1,554,275.03 and recommended awarding the 2026 Neighborhood Improvement Project (Job 2601) to Eulan Brothers of Albert Lea. The project includes bituminous mill-and-overlay work, curb and gutter replacement and sidewalk repairs on a list of local streets including James Avenue, Frank Avenue, St. Joseph Avenue, Water Street, Ermine Avenue, Oak Lane, Adams Avenue, Euclid Avenue, William Street, Bancroft Drive, Michael Place, Lakewood Avenue and Greenlee Lane.
Council also accepted the low bid for the 2026 State Aid Street overlay (Job 2602) — Clark Street overlay — to Eulan Brothers at $164,945.29. For the Saint Mary Avenue and 14th Street Reconstruction Project (Job 2603), engineering received six bids and recommended awarding the contract to Jensen Excavating and Trucking LLC of Albert Lea for $928,195.79; the work includes complete removal and replacement of pavement, utilities and sidewalks for about 1,232 feet of roadway. The Sorensen Road water main replacement (Job 2604) was recommended and awarded to GM Contracting Inc. for $836,815.90.
Engineering noted the neighborhood improvement bid came in below the engineer estimate; council discussed that assessment amounts for property owners could be reduced depending on the final cost breakdown. City engineer explained recent month-to-month volatility in bituminous and concrete costs tied to fuel prices and supply conditions.
All recommended awards were approved by council voice vote. Staff indicated bid abstracts are attached to meeting materials and will be used to finalize award documents and notices to proceed.
Next steps: staff will execute contracts, finalize assessment calculations where applicable, and schedule construction work for the 2026 season.
