Waldo utility board hears phosphorus trading option, approves vouchers and treasurer's report

At its Dec. 9, 2024 meeting, the Waldo Water & Sewer Utility Board heard an overview of a potential lower‑cost compliance option for upcoming phosphorus removal requirements and approved routine financial items.
Bruce Neerhof, operator‑in‑charge, told the board he is evaluating participation in a Water Quality Trading (WQT) program established following Wisconsin Act 151. Under that program, Waldo could purchase phosphorus‑reduction credits through a central clearinghouse arranged with the Wisconsin Department of Administration and Wisconsin Clearinghouse, LLC, to meet regulatory limits. Neerhof said the village has roughly nine years before the new phosphorus removal requirements would take effect.
Neerhof also reported on the November utility operations and lab results. All effluent parameters met the permit limits; staff noted that phosphorus remained under the effluent limits after adding water to the head end of the septic tanks. Staff ordered Greasezilla and Enzyme L for grease control and septic tank sludge management. A tripping fine‑screen circuit breaker was repaired by Energenics. The board scheduled biannual service for the generators and installed a new Mission 123 SCADA unit. Neerhof attended the Wisconsin Wastewater Operator's Association conference in Appleton and will present the latest phosphorus removal options at the December utility meeting.
