Village of Walworth Seeks $950,000 Interim Loan for Lead Service Line Replacements

The Village of Walworth Village Board on April 13 authorized officials to request a $950,000 interim State Trust Fund loan to advance the 2026 lead service line replacement program after the low bid came in under the village engineer's estimate. President Louise Czaja and Trustee Matt Tanner moved and seconded the motion, which carried unanimously.
The action accompanies other financing requests approved at the meeting: a loan application for police squad and equipment and roadwork originally listed at $189,000 was amended to include a street sweeper purchase for an additional $39,212; the board also approved loan requests for water system valve repairs ($80,000) and for PFAS pilot testing wells ($80,000). Those motions were approved unanimously.
Separately, the board approved a sole-bid construction contract with Pipe Strong, LLC for $770,817.60 to replace 50 private/public lead or galvanized service lines from the water main to the curb stop and to replace 50 service lines from the curb stop to the residence meter; the work package also includes extensive potholing to verify service materials. Approval was stated to be contingent on confirmation of Pipe Strong's certifications to work in Wisconsin. The motion (Trustee Matt Tanner, second Trustee Merik Fell) carried unanimously.
The board also approved contracts totaling $69,559 to continue PFAS pilot testing work, including laboratory testing (NLS, $20,335) and engineering (Baxter & Woodman, $5,400). Lauterbach & Amen will provide sample policies (capital asset, outstanding check write-off, investment) for the village to consider.
Clerk/Treasurer Kellie Thelen reported that the village payables and additions totaled $302,999.45 and were approved by the board. The board recorded its lead financing action as Resolution 2026-01 and directed staff to proceed with loan applications and contractor certification checks. The loan requests and contract awards were recorded as unanimous votes and will move forward through the State Trust Fund loan application and vendor verification processes.
