Village of Waldo trustees approve contracts, donations and 3% employee raise; set budget hearing for Nov. 11

The Village of Waldo Board of Trustees met Oct. 14, 2024, and approved multiple routine contracts, donations and personnel actions as the board continued work on the drafted 2025 budget.
President Gary Dekker called the meeting to order at 6:00 p.m. Trustees Steve Bunnow, Jerome Hammarlund, Dennis Reinemann and Mike Hintz, Village Administrator Bruce Neerhof and Clerk/Treasurer Lisa Gillette were present.
On routine business, the board approved the minutes from the Sept. 9, 2024 meeting on a motion by Trustee Steve Bunnow and a second from Trustee Jerome Hammarlund.
Facility and event approvals: the board set a rental fee of $300 per booking for Waldo R/C Racing for the 2024–2025 season after members noted the group rents many weekends and is a regular user of Memorial Hall. Trustee Mike Hintz made the motion, seconded by Trustee Hammarlund; the motion carried.
Contracts and procurement: President Dekker and Administrator Neerhof recommended awarding the 2024–2025 snowplowing contract to Edler's Landscaping after a meeting with Andy Edler. Trustee Mike Hintz moved to approve Edler's Landscaping; Trustee Steve Bunnow seconded and the motion carried. The board tabled action on a one-year contract with GDC IT Solutions while it seeks a second quote from Pros4Technology.
Finance and grants: Administrator Neerhof read bids for a land rental; the board awarded the rental to the highest bidder, James Zimbal, at $191.50 per acre on a motion from Trustee Bunnow with a second from Trustee Hammarlund. The board approved payment of vouchers 16517–16559 plus online payroll liabilities and 2024–2026 business tax totaling $28,601.20; Trustee Bunnow moved to approve payment and Trustee Hammarlund seconded. Trustee Dennis Reinemann moved to approve the treasurer's report as presented; Trustee Bunnow seconded and the motion carried.
Donations and emergency services: after reviewing call-volume information showing Waldo had the highest number of calls in 2023 and 2024, the board voted to increase the 2025 donation to the Adell First Responders to $2,000. Trustee Mike Hintz moved and Trustee Steve Bunnow seconded; the motion carried. The board also approved a $250 donation to the Waldo Lion's Club for a Halloween party.
Licenses and reports: Clerk/Treasurer Lisa Gillette reported a satisfactory background check for Steve Bemis of J Mart 4; the board approved an operator's license for Bemis on a motion by Trustee Bunnow and a second from Trustee Hammarlund. The September police report—4 citations, 3 warnings, 67 property checks and 4 complaints—was presented; President Dekker said officers are addressing an abandoned motorhome and a cleanup on N Harmon Street.
Personnel and budget: the board entered closed session under SS. 19.85(1)(c) to consider 2025 employee wages; the roll call to enter closed session recorded votes of Mike Hintz, Dennis Reinemann, Gary Dekker, Steve Bunnow and Jerome Hammarlund as "aye." After reconvening to open session, the board approved a 3% pay raise for village employees for 2025 and raised the election inspector wage to $12 per hour on a motion by Trustee Steve Bunnow and a second from Trustee Jerome Hammarlund.
Next steps: the board worked through line items in the drafted 2025 budget and confirmed a public hearing on the budget for Nov. 11, 2024 at 5:45 p.m. The meeting adjourned at 8:06 p.m.
