Waldo trustees approve floodplain ordinance, Hunter's Grove final plat and operator's license; table developer agreement

At its Aug. 12, 2024 meeting, the Village of Waldo Board of Trustees approved several routine but consequential items including a revised floodplain ordinance, a subdivision final plat, an operator's license and a package of vouchers.

Clerk/Treasurer Lisa Gillette said an earlier printed draft of Ordinance 2024-05 contained incorrect dates; she told trustees there were no other substantive changes. Trustee Mike Hintz moved and Trustee Dennis Reinemann seconded approval of the amended ordinance, which repeals and replaces Chapter 178 of the village code dealing with the floodplain. The motion carried.

The board also approved Resolution 2024-06, which accepts the final plat for Hunter's Grove subdivision, addition 1. Trustee Mike Hintz made the motion and Trustee Steve Bunnow seconded.

An operator's license for Ricky Kulow of Wicked Spirits was approved after Clerk/Treasurer Gillette reported the Cascade Police Department background check returned clean. The board also approved waiving the park rental fee for Trinity Fellowship Church for a worship service and picnic on Sept. 8, 2024.

Trustee Mike Hintz moved and Trustee Steve Bunnow seconded to take no action on a resident's shipping container that had been placed before the village ordinance was passed; that motion carried. The board asked Trustee Dennis Reinemann and Clerk/Treasurer Gillette to gather quotes for five meeting-room chairs; the motion directing staff to get quotes carried.

On development matters, trustees tabled consideration of a developer's agreement with Hiring Investments, LLC related to Hunter's Grove addition 1, moving the item to the September board meeting.

Finance items included approval of vouchers numbered 16423'16432 and 16451'16480 totaling $34,422.66; Trustee Steve Bunnow moved to approve and Trustee Jerry Hammarlund seconded. The treasurer's report was approved as presented.

Administrator Bruce Neerhof reported he worked with Brian Witkowski on a building inspection transition. The July police report listed 2 citations, 11 warnings, 58 property checks, 2 complaints, 15 hours and 130 miles of activity.

In board updates, President Dekker said he had been in contact with Chief Liermann (CPD) about possible UTV/ATV usage; Trustee Mike Hintz said there would be a Town of Lyndon meeting on Aug. 14 about a proposed solar farm. During public comment, resident Lynette Tullberg asked when Deer Trail would be paved, how often the county fills potholes and grades the road, whether a speed limit sign could be placed, when street lights would be working and when the post office would begin mail delivery in the subdivision.
