Board approves pay policy for part‑time workers, ratifies filming agreement and several personnel and settlement actions

The Clayton County Board of Commissioners approved several administrative and budgetary items at its March 17 meeting.
The board approved Resolution 2026‑58 to compensate part‑time county employees for closures the county declared for inclement weather, retroactive to Jan. 1, 2026. Chief Staff Attorney Reid said affected employees would receive pay for scheduled shifts on days the county closed; the resolution also authorizes the chief financial officer to amend the budget as needed.
The board ratified Resolution 2026‑64 authorizing Parks & Recreation to enter a location agreement with Dor Eco Productions for filming on county property; staff said the COO had previously signed the agreement as allowed by policy and the board ratified it.
Personnel and administrative approvals included:
- Appointing Robert Hawes to the "bridal control board" for a three‑year term and appointing Natasha Daniels to the Department of Behavioral Health and Developmental Disabilities. Several other appointments were held for later consideration.
- Human Resources announced the board would extend a conditional offer of employment to Terry Jackson for the county chief financial officer role, following the HR selection process; the board approved making the conditional offer.
- HR requested and the board approved a $5,000 pay increase for Assistant Clerk of Commission Heesha King and approved hiring Serena Garcia as assistant to the chief operating officer at an advanced step, with associated budget adjustments noted by HR.
During executive session for personnel and litigation, the board approved three settlements as read by the county attorney: $93,000 related to a federal civil action (Terrell Custis v. Shaquille Alexander), $50,000 for an auto‑accident claim (Dominique Gardner v. Lloyd Hess), and $76,250 in a civil‑service matter related to an employee of the sheriff's office. The board authorized the CFO to record necessary budget amendments.
All items described above were approved by voice vote unless noted otherwise; several zoning or land‑use petitions were handled separately during the meeting.
