The West Salem School Board voted to adopt the district's 2024–25 budget and certified tax-levy scenarios on a unanimous voice vote. The board approved revenue-limit worksheets that support a base mill rate of $7.60 and a contingency scenario that would raise the mill rate to $8.72 if the capital referendum passes.
Sean (first referenced at SEG 325), who presented the budget details, described the two-part levy certification and walked the board through revenue worksheets supporting both the $7.60 and $8.72 mill-rate scenarios. "This comes down to the administrative assistants, principals and staff who put this together," Sean said, thanking district staff for the work on the budget.
Ryan (first referenced at SEG 036) reminded the board the district has two referendum questions on the ballot next Tuesday and reiterated the district message that passage of the recurring operational referendum would not change the mill rate. "That would have zero impact on the tax levy and the mill rate as we move forward," Ryan said as he urged the community to vote.
Board members moved and seconded approval of the budget and then certified the levy levels by voice vote; the motions carried. The meeting packet included attachments showing revenue-limit calculations for both mill-rate scenarios and guidance that, if the capital referendum passes, adjustments will be made in the debt-service fund to implement the $8.72 scenario.
The board recorded the levy figures discussed during the meeting: one presenter cited a base levy amount of about $11,189,036 tied to a $7.60 mill rate and a contingency levy of about $12,844,117 tied to an $8.72 mill rate if the capital referendum passes; the packet also contained slightly different rounding in some attachments. Where precise levy-accounting or final figures are required for tax notices or state filings, the district will use the certified worksheets and final audit calculations.
Next steps: the board's tax-levy certification will be implemented according to the referendum outcome and any adjustments described for the debt-service fund; the board scheduled a first reading of some policy updates for Nov. 11.
