The Land Use & Special Studies Committee voted to forward a revised Homeplace plan to City Council after staff presented a set of limited edits intended to keep funding language general and to add small boundary areas to the plan.
Adrianne (staff) presented a draft marked “Adrianne’s notes” and described three primary edits: adding two small boundary areas to the Homeplace planning map, removing a sentence that specifically urged creation of TIF districts in certain locations, and replacing a later TIF reference with a general instruction to “consider a full range of financial tools to support future Homeplace investments.” Adrianne said the edits were intended to keep options open while the administration evaluates funding tools.
A member of the public asked whether the committee intended to vote on the plan tonight or delay further input. Chair and staff said they viewed the changes as non‑substantive and appropriate to forward for a formal draft; the committee then moved and seconded a recommendation to send the plan to council with a positive recommendation. The motion carried on a voice vote.
Staff said, if the committee agrees, an official draft could be prepared in time for the May 18 City Council meeting. Adrianne also noted that the Homeplace work will include proposed edits to the Homeplace overlay district and that additional zoning‑specific items could follow in later steps as needed.
