Council adopts transportation master plan to guide growth near inland port

The Tremonton City Council adopted Resolution 25‑22 approving an updated Transportation Master Plan prepared with Wall Consultant Group (WCG). Planning staff (Jeff, speaker 10) said the update aligns the plan with the county and state code, accommodates growth tied to the inland port and provides recommended alignments so the city can require specific infrastructure when new development occurs.

Staff outlined a shift in frontage‑road alignment near the I‑84 interchange and described the plan's functional classification map and intersection control recommendations. The report includes a future‑functional classification map and identifies locations where roundabouts are preferred for safety and throughput; staff said including a facility on the plan makes it possible to require developers to build it.

"We tried to update these about every five to seven years... the inland port being probably the greatest example of what can shift the long term perspective for roadway growth," Planning staff (Jeff) said. Council members asked whether curb extensions and bulb‑outs on some maps would obligate the city to require them on all developments; staff clarified these are guidance and intersection‑by‑intersection decisions will be made as development and traffic studies warrant.

After discussion the council moved, seconded and approved Resolution 25‑22. Staff will use the plan to guide development agreements and require on‑site infrastructure consistent with the mapped classifications.
