Council approves Landmark Construction bid for Midland Square, debates park amenities

The Tremonton City Council voted to adopt Resolution 25‑19 to award a bid to Landmark Construction for the Midland Square improvement project, moving forward with the first phase of the downtown park and Main Street work.
Council discussion before the vote focused on what features will be included in phase 1 and what could be added later. Council members pressed staff for clarity about drawings, tree plantings and whether the pavilion, shade structures and a restroom would be part of the current contract. Chair (speaker 5) said the bid would replace flat work and add an additional flagpole for the Space Force, and that new space for future monuments would be created for veterans. Planning and council members noted the drawing includes later phases but that phase 1 would install key underground infrastructure and flat work so future phases can be completed without redoing the base work.
"The bathroom being downtown, we don't currently have one. That's a big deal," Council member (speaker 3) said, urging the council to prioritize the restroom in the project. Other council members pressed for a process to keep public restrooms clean and safe; one councilor noted outside cameras cannot be placed inside facilities.
Members also raised concerns that the farmer's market might not return if the central grass area is replaced with large areas of flat work. "I bet the farmer's market won't wanna come back after they've been down to the park," a council member warned.
After discussion the council moved and seconded the resolution. The clerk read votes in favor and the motion passed.
The resolution authorizes staff to proceed with the contract to Landmark Construction for Midland Square. Councilors said they expect further discussion about lighting, the thematic design to be recommended by the steering committee, and options for future shade structures. The council directed staff to continue coordination with the steering committee and with vendors and community groups on landscaping and furnishings.
The council recorded the passage of Resolution 25‑19 and moved on to the next agenda item.
