Olson cited procurement code sections as the legal basis: "The 3 new pieces of equipment are under a source well government cooperative purchasing agreement," and referenced the statutory provisions in the transcript as "5 22 10 5 and 5 22 10 12 along with 17 9." He said the program was reviewed by the county attorney and landfill staff and provides an opportunity for substantial savings compared with standard bidding.
The board voted 'aye' on the special purchase resolution and on approving minutes related to the earlier emergency meeting. Olson noted the emergency declaration "allows us to recover specific funds, from government units such as the state of Indiana, in order to help the locals." County staff will proceed with the procurement under the cooperative agreement for the new equipment and will finalize the separate used-equipment purchase after the county's further review and internal approvals.
