Arapahoe council approves Mission Mall repairs, two open contracts and routine claims

The City Council of Arapahoe on March 3 approved a set of routine and project-focused actions, including authorizing repairs to the Mission Mall and entering open contracts with two vendors.
Bobbie Pettit of Five Rule provided the council with a first-quarter economic development update and a review of VPR properties, then the City Superintendent presented quotes for repairs at the Mission Mall. Councilmember Kreutzer moved to accept the quote from Williamson Builders; Councilmember tenBensel seconded, and the motion carried on a roll-call vote with Kreutzer, Carpenter, Middagh, tenBensel and Polston voting yes and Councilmember Paulsen recorded as absent.
The council approved two open contracts under new business. The open contract with W&J Repair was approved after a motion by Kreutzer and second by Middagh; tenBensel, Polston, Middagh and Kreutzer voted yes and Carpenter abstained. A separate open contract for First Central Bank was approved following a motion by Kreutzer and a second from tenBensel; tenBensel, Middagh, Carpenter and Kreutzer voted yes while Polston abstained. The minutes record Paulsen as absent for both votes.
Council moved to approve the claims and payroll for the period Feb. 18–Mar. 3 (payroll for 2/23/26 listed as $11,546.92 and claims totaling $76,951.50). The motion to approve claims and payroll was carried on roll call with tenBensel, Polston, Kreutzer, Carpenter and Middagh voting yes; the minutes note that Middagh specifically abstained on claim #103906 in the amount of $286.71 while otherwise supporting the motion.
The council handled conflict-of-interest claims as discrete votes. It approved claim #103909 for $207.85 to W&J Repair (motion moved by tenBensel, seconded by Polston) with Carpenter recorded as abstaining. It also approved claim #103903 for $33.50 to First Central Bank (moved by Middagh, seconded by Kreutzer) with Polston recorded as abstaining. Paulsen was absent for both votes.
City Clerk/Treasurer Dixie Sickels presented administrative and financial reports recorded in the minutes, which include a detailed claims list and a record of February receipts totaling $266,194.01. Committee reports noted that Councilmember tenBensel had formed a committee for a Downtown Lighting Project and that Councilmember Polston provided an update on the Theatre Project.
There were no public comments. The council set its next regular meeting for March 17, 2026, at 7:30 p.m. in the EMCC Council Room and adjourned at 8:40 p.m.
