Developer Tyler Farb outlines mixed housing vision, seeks RM-16 extension along I-15

Tremonton ' Developer Tyler Farb told the Planning Commission he and his partner closed on a parcel in January and want to extend RM-16 zoning along the I-15 frontage while using lower-density residential (R-1-10) and PUD flexibility inside the site.
"Our vision for this project is I don't want to create 400 or 500 doors of the same product. I want a diverse community that meets multiple needs," Farb said, describing a mix of smaller single-family homes, duplexes, townhomes and apartment living. He said he intends to keep multifamily buildings along the freeway and transition to smaller lots to the east.
Staff and commissioners noted policy and engineering constraints. The Chair pointed to an existing city policy limiting units on a dead-end road (44 maximum) and said the parcel currently exceeded that threshold, meaning the developer would need an additional exit or other access before full buildout. Staff recommended a DRC concept meeting to identify engineering requirements and possible mitigation, including road connections and potential water-line upgrades.
Staff said the rezoning request will proceed through public notice and a legislative public hearing. The commission asked staff to include any DRC staff report and engineering findings when the item returns for decision-making.
