Mountainside council unanimously approves budget transfers, temporary appropriations and 2025 salaries

The Borough of Mountainside Mayor and Council on March 18 approved multiple fiscal and personnel measures, including budget transfers that move $300,000 into the Capital Improvement Fund, additional temporary appropriations for 2025, adoption of the borough’s 2025 base salary schedule, and authorization of refunds and appointments.
The council passed Resolution 40-2025, authorizing transfers within the 2024 municipal budget (including reallocation of police, dispatch, construction and other salary lines) and moving $300,000 to the Capital Improvement Fund; the motion passed on a roll call of recorded ayes by council members Dierkes, Matejek, Pacifico, Rinaldo, Van Deusen and Wass. Resolution 41-2025 added temporary appropriations for 2025, including contributions listed for the Rahway Valley Sewerage Authority ($422,430), the Public Employees’ Retirement System (PERS) ($339,522) and Police & Fire Retirement System (PFRS) ($996,568.30).
By Resolution 42-2025 the council established base salaries for 2025 for municipal offices and positions. Notable entries in the resolution include Borough Administrator $117,834.75; Borough Clerk/Registrar/QPA $132,772.58; Police Chief/Deputy OEM $188,238.68; DPW Director/Deputy OEM $131,260.91. The resolution states the salaries are retroactive to January 1, 2025 except where employees had left prior to the effective date.
Other approved items included Resolution 39-2025 (tax overpayment refunds), Resolution 43-2025 appointing Patricia Gilstrap as part-time temporary staffing for Construction at $32.00/hour effective February 13, 2025, and Resolution 44-2025 authorizing program refunds (examples: Summer Soccer $330.00; Spring Soccer $175.00; Robotics Class $140.00). The council also authorized payment of audited bills and claims totaling $330,397.18.
All votes recorded in the meeting minutes were unanimous among the six council members listed in roll calls: Councilmen Dierkes, Matejek, Rinaldo, Van Deusen and Councilwomen Pacifico and Wass. The minutes record no nays or abstentions on the listed resolutions and motions.
Next steps: the salary resolution is retroactive to Jan. 1, 2025 as stated in the resolution; the budget transfers and temporary appropriations will be incorporated into municipal accounting per the CFO’s recommendation.
