Arapahoe City Council approves street "armor coating" project and ratifies claims

The City Council of Arapahoe, Nebraska, on April 21 approved moving forward with a street "armor coating" project and ratified claims and payroll for the period April 8–April 21.

The motion to proceed with the street coating—made after a report from the City Superintendent—was moved by Councilmember Paulsen and seconded by Councilmember tenBensel. Council approved proceeding and to award the contract based on references from other municipalities. As recorded in the minutes, the council authorized staff to move forward with the coating program.

The council also approved the consent agenda, which included approval of the April 7, 2026 minutes and two building permits (Permit #5: Obermiller, deck; Permit #6: Cacy, fence). The consent agenda motion was moved by Councilmember Middagh and seconded by Councilmember Carpenter and carried on roll call.

Separately, the council moved to approve claims and payroll for the April 8–April 21 period. The minutes list total claims of $117,077.98. Payroll/expenditures lines include an item labeled "Payroll 4-21-26, Ex 17,338.79." The record also shows library expenses totaling $2,675.45. The minutes record an abstention by Councilmember Paulsen on check #104016 for $150.00; otherwise the roll call on the claims motion was affirmative and the motion carried.

Mayor Koller presided. Councilmembers Middagh, Kreutzer, Paulsen, tenBensel and Carpenter were recorded as present; Polston was absent. The meeting was called to order at 7:30 p.m. and adjourned by unanimous consent at 8:10 p.m. The next regular meeting is scheduled for May 5, 2026, at 7:30 p.m. in the EMCC Council Room.

The minutes note that notice of the meeting was published in the Valley Voice and that the location of the posted Open Meetings Act was stated.
