Commission briefed on Burke PUD overlay; fire chief flags egress and access issues for high-density proposal

Staff presented a Burke-area concept that would convert a mixed-use parcel to residential and asked the commission to be aware of specific safety and engineering constraints. Staff said the fire department and state fire marshal expressed concern that the proposed layout does not provide the two independent egresses required for a development of the scale under consideration. "They said the only way to do that is to borrow onto the freeway," Staff member (S1) said, summarizing an early technical assessment.
Staff noted the packet showed roughly 300 units in the concept slides; commissioners and staff cautioned that the layout will need traffic and turning-radius analysis and possibly a western exit if egress cannot be achieved on the existing network. Chair (S3) said the planning commission is a land-use body and that technical and public-safety concerns raised by fire and engineering staff should be resolved at DRC before a legislative hearing.
Next steps: staff will meet with DRC and public works and return information about access, traffic studies and required design changes; the commission should expect an engineering memo or a staff report from DRC before any public hearing.
