Developer outlines mixed-housing concept and requests RM-16 extension near I‑15

Tyler Farr, owner of Far Built Homes and Stag Investments, presented a conceptual rezoning request and said he bought the parcel from the Buchanan family in January. "I don't wanna create 4 or 500 doors of the same product. I want a diverse community that meets multiple needs," Farr told the commission, describing an intention to put apartments adjacent to I‑15 and smaller homes inland.
Commissioners asked about access, emergency egress limits, and the adjacency to other large proposed developments. Chair (S3) noted a local policy limiting units on a dead-end road to 44 and said the developer will need a northern exit or otherwise demonstrate adequate ingress/egress before moving forward; Farr said he has been coordinating with the Price Group about connecting roads and expects to start construction "maybe late this year" if all engineering and approvals line up.
The commission viewed the presentation as an initial concept. Staff (S1) told the group the presentation materials are conceptual and that formal rezoning with public notice will be scheduled only after DRC concept review and staff follow-up on engineering issues.
Next steps: Farr and staff will continue coordination with public works and the Price Group; staff will include DRC staff reports in future packets so commissioners can see technical comments before public hearings.
