Arapahoe council approves street repair contract, claims, utility write-offs and parade road closure

At its May 5 meeting the Arapahoe City Council accepted a bid for street repairs and overlays, approved claims and payroll with a noted single-claim abstention, authorized two utility accounts to be sent to collections, approved a $10,000 house rehab grant payment, and adopted a highway closure for the Prairie Pioneer Days Parade on July 4.
The City Council of Arapahoe, Nebraska approved several routine fiscal and public-works measures at its regular meeting on May 5, 2026.
Councilmember Carpenter moved and Councilmember Middagh seconded a motion to accept bids from Shelco Asphalt and Paving for Thumper repair and for an overlay maintenance of Walnut Avenue from 4th Street to Highway 283; the motion carried on a roll-call vote with all present councilmembers recorded as voting aye and Kreutzer absent.
The council moved to approve claims and payroll for the period April 22 to May 5. The minutes record approval on roll call and also note an abstention related to a single claim: claim #104047 for $22.29 involving Councilmember Middagh. The minutes list the packet as approved and include that abstention notation; the record contains an internal inconsistency in how the abstention is recorded (see audit note).
On conflict-of-interest items the council approved claim #104045 ($33.70) to First Central Bank (motion recorded with a roll-call approval and Councilmember Polston noted as abstaining from that item). The council also approved claim #104050 ($800.00) to W&J Repair; the minutes record Councilmember Carpenter as abstaining from that particular claim.
The council approved two utility receivables totalling $7,927.75 and $7,450.56 to be written off and sent to collections; the motion passed on roll call with Kreutzer listed as absent and no nays recorded.
Councilmember tenBensel moved, Councilmember Middagh seconded, and the council approved a $10,000 first-half payment under the House Rehabilitation Grant for 812 9th Street (claim #104064), with the motion recorded as carried on roll call.
Mayor Koller introduced Resolution 2026-04 to approve a highway closure for the Prairie Pioneer Days Parade set for July 4; Councilmember Carpenter moved and Councilmember Polston seconded the motion, which the council adopted by roll call. The resolution was recorded as passed and incorporated into the minute record by reference.
The meeting adjourned by unanimous consent at 9:06 p.m.; the minutes list the next regular meeting as March 19, 2026 at 7:30 p.m. in the EMCC Council Room (the date listed in the minutes appears to be a clerical error given the May 5 meeting date).
