Council approves bank signatories, sets July 20 hearing on building-code definitions, ratifies fire officer appointments

The Winterset City Council unanimously adopted three resolutions at its July 6, 2026 meeting that update financial authorities, schedule a public hearing on a building-code amendment, and record the Winterset Fire Department’s officer elections.
Resolution No. 2026-31 authorizes specified city employees and officials to access and sign on the city’s bank accounts. The resolution names City Administrator and City Clerk Andrew Barden, Utility Billing and Accounting Clerk Mariah Bowman and Deputy City Clerk Megan Rhoads with review and signature access. It designates Mayor Pro Tem Christopher Fairholm and City Administrator Andrew Barden as primary countersigners for routine claims; Megan Rhoads is identified as a countersignatory for disbursements greater than $10,000. The council approved the measure on a unanimous roll-call vote.
By Resolution No. 2026-32 the council set a public hearing for July 20, 2026 at 7:00 p.m. in City Hall to consider amendments to Winterset Municipal Code Title IV, Chapter 12, Section 4.12003 (definitions in building codes). The resolution directed the City Administrator to publish notice of the hearing.
The council also accepted Resolution No. 2026-33, documenting the Winterset Fire Department’s annual officer elections. The recorded results list Chism Orr as Fire Chief (term expiring 7/2028), Assistant Chief Mike Ham (exp. 7/2027), Captain Evan Davis (exp.7/2027) and lieutenants Wade Banning, Chris Roberts and Dale Cleghorn (terms exp. 7/2027). The resolution notes departmental SOGs and city code provisions governing appointment and term lengths.
All three resolutions passed on unanimous votes of the members present; no amendments were offered during the meeting.
