Ulster County’s Health, Human Services and Human Rights Committee on July 2 set public hearings for Aug. 18, 2026 on two proposed local laws to opt the county into exemptions authorized by New York Real Property Tax Law §458.
Resolution 369 would opt Ulster County into the full exemption for qualifying residential property that is the primary residence of a seriously disabled veteran. Director Casapoli and sponsors urged county legislators to encourage towns and villages to adopt the exemption locally as well.
Resolution 370 would opt Ulster County into the combat zone service exemption to provide a 25% assessment reduction for qualifying active-duty members who served in a designated combat zone. Director Casapoli explained eligibility hinges on campaign medals or citations that document service in a combat zone and noted that the exemption is annually re-applied; deputy executive Amenta clarified application windows and that the exemption sunsets and must be reapplied each year.
Several legislators volunteered to be listed as cosponsors; the committee voted to set both hearings.
