Mountainside council approves budget transfers, appointments and contracts in routine meeting

The mayor and council of the Borough of Mountainside approved a slate of routine resolutions, ordinances and appointments during their March meeting, including budget transfers, personnel appointments and contracts.
Council approved Resolution 44-2026 to make intra-budget transfers and use 2025 municipal budget reserves for items including salaries and snow expense, totaling $311,000, following an explanation from Council member Steve. The council also approved several temporary appropriations under Resolution 45-2026 to cover contributions such as the Rahway Village Sewer Authority and employee benefit funds.
The council approved personnel resolutions that included Resolution 46-2026, appointing Matthew Fowler as a winter-season referee at $60 per game and Melissa Gold as an instructor at $50 per hour, and Resolution 47-2026, appointing Frank Genova as a part-time temporary fire official at $50 per hour effective 03/03/2026.
In other actions the council accepted the resignation of Officer Zachary Matidis and authorized payout of accrued vacation and comp time of $5,756.50 under Resolution 48-2026; awarded the 2026 pool concession contract to Maseo Italian Restaurant for $4,000 (Resolution 49-2026); and requested Union County permission to hang event banners along Mountain Avenue (Resolution 50-2026).
The council approved Resolution 51-2026 to designate a portion of Sawmill Road as the honorary "Andrew Adonado Way," specifying the change is honorary only and will not alter official street names or mailing addresses. The sign unveiling was described in the record as planned for April 11 during spring activities.
On ordinances, the council completed second reading and closed the public hearing on Ordinance 1347-2026, appropriating $258,260 for resurfacing Charles Street and noting the borough expects full reimbursement from the New Jersey Department of Transportation. The council also advanced Ordinance 1348-2026 for first reading, appropriating $140,875 from capital improvement funds for building repairs, including reroofing at the library.
The body approved several community raffle applications (Wilson School PTO, Watchung Stables Auxiliary, Mountainside PTO and the New Jersey Services Foundation) and authorized the appointment of Alan Tweedle as a volunteer firefighter. Finally, council approved payment of audited bills for March in the amount recorded in the minutes as $647,498.31.
Several votes on minutes and other items recorded abstentions by Councilwoman Pacifico and others; otherwise the resolutions and motions in this meeting carried by roll call. The council concluded the public portion of the meeting and moved to enter executive session to discuss contracts, litigation and personnel matters permitted under the Open Public Meetings Act.
