Ulster County approves temporary morgue agreement with Dutchess County amid capacity worries

The Ulster County Health, Human Services and Human Rights Committee on July 2 adopted an intermunicipal agreement allowing the county to use Dutchess County morgue space on a limited basis through May 31, 2027, as a backup if local refrigeration capacity is exceeded.
Director Walter told the committee that county morgue coolers recently failed — one repaired quickly and a smaller unit remained out of service — leaving limited space and prompting the need for a contingency plan. "I should have a plan of what to do if we run out of space," she said, explaining Dutchess County has newer capacity, including a cooler truck and a roughly 15–20 body capacity in normal conditions.
Legislators pressed for budget clarity and operational detail. Legislator Briggs asked whether the county pays when the Dutchess space is not used; Director Walter said the county would only pay if the service is used and confirmed the $200 per body per day charge applies "if needed." Legislator Collins encouraged committee members to tour the county morgue to better understand capacity needs; Director Walter and deputy executive Amenta said a capital project for a new county morgue is under discussion to provide permanent capacity.
Committee discussion also covered how the expense would be handled in county accounts. Director Walter described the arrangement as an appropriation and not a change to the certified 2026 budget’s bottom line; she said the county would reallocate internal lines as needed and intends to include a backup cooler in the 2027 capital plan.
The committee voted to adopt the intermunicipal agreement. The committee also agreed to coordinate a morgue tour for members to observe facilities and discuss long-term capital planning.
