The New York State Senate Library Committee, chaired by Senator Byno, met and advanced three bills to the Senate Finance Committee after brief consideration and procedural votes.
Chair Senator Byno opened the session and confirmed a quorum, saying she was joined by several members. The clerk read bill 3154a, "an act to amend the Social Services Law in relation to creating the Dolly Parton Statewide Imagination Library of New York" and to amend the State Finance Law to establish the Imagination Library of New York Fund. A committee member asked whether the bill had been stalled in the Assembly and raised funding concerns; the member said, "It's some it's lack of funding, available. There hasn't been, you know, sustained funding committed for in the budget." Chair Byno said central staff did not have the full history. After brief discussion, a motion to advance the bill was made and seconded, and the clerk announced the bill "advances to finance."
The clerk then read bill 5494a (an act to amend the Education Law; sponsorship lines in the record reference Senator Byno). Committee members moved and seconded to advance 5494a; the clerk again announced the bill advances to the Finance Committee.
Finally, the clerk read bill 5988, described in the record as "an act to amend the Education Law in relation to enabling public libraries to access Employment Preparation Education, EPE, funds to provide adult literacy instruction." Committee members moved to advance the bill (the record notes the motion as moved by Senator Murray and seconded), and the clerk recorded a voice vote with at least one member participating by phone saying "Aye." The clerk announced that 5988 "advances to finance."
The meeting adjourned after Chair Byno thanked members for attending and said she hoped to schedule a second Library Committee meeting.
