Henderson council adopts ordinances and resolutions, approves zone change; all votes recorded as unanimous

The Henderson City Council unanimously approved a set of ordinances, resolutions and a zone change during its regular meeting.
Staff introduced several items with short presentations and recommended action; council members moved each item and all were adopted or approved with no recorded 'no' votes. Items acted on included:
- Item 60: A zone change/amendment (transcript read as 'bill number 3,9,1,5, ZCA-2025017952 Boulder and Texas') recommended to be adopted as ordinance number 4153. Councilman Seabach moved the motion and the council voted in favor.
- Item 61: Bill number 3917 to amend portions of the Henderson Municipal Code (sections 2.50.02 and 2.50.366); staff recommended adoption as ordinance number 4154. Councilman Stewart moved the motion and it carried unanimously.
- Item 63: Adoption of an amended and restated cell tower lease agreement, recommended as resolution number 4677; council voted to adopt following a motion from Councilwoman Larson.
- Item 64: Approval of the special programs and services fee schedule as resolution number 4678; Councilman Seebach moved and the resolution carried.
- Item 65: Zone change amendment ZCA-2007660012-A2 (DeMarco and Olsen) approved with conditions; council voted to approve.
- Item 67 (companion to bill number 3918 for DeMarco/Olson): council referred the bill to the April 21, 2026 regular meeting.
Several of the meeting’s agenda management items were also noted: items 57 and 66 related to the Cadence Development Agreement were continued to April 21 at the applicant’s request, and items 58, 59 and 62 were withdrawn from the agenda.
