Henderson chosen for National League of Cities Prenatal-to-3 Impact Lab

Henderson city staff announced the city has been selected as one of 16 municipalities to participate in the National League of Cities’ Prenatal-to-3 Impact Lab, a nine-month technical assistance program aimed at strengthening local policies and systems that support infants and families.
“Tonight we really are excited to share a little bit more information about our participation in this Impact Lab,” Tara Phoebus of the Office of Education Initiatives said, describing the Lab as a planning-focused program that pairs cities with national experts and peer learning opportunities. Phoebus said the initiative is intended to produce an actionable plan for aligning early childhood priorities with housing, economic security and other city services.
Staff told the council the selection allows Henderson to leverage cross-departmental strengths — including redevelopment, education initiatives and community and neighborhood programs — to identify overlapping services and co-investment opportunities for prenatal-to-age-3 supports. The presentation noted the Lab is a technical assistance engagement rather than a cash grant: it includes expert consultations, an in-person convening (recently held in California) and staff support to develop local implementation plans.
A council member thanked staff for bringing the work forward, noting the importance of the prenatal-to-3 and 3-to-5 developmental windows for long-term family stability. City staff said the Redevelopment Agency will bring a land-use and economic development perspective to the planning process, while the Office of Education Initiatives will coordinate with existing early-childhood coalitions and partners.
