The council approved prior meeting minutes after a motion by Councilman Estrada and a second by Councilman Feuchler. Progress payments, finance resolutions and personnel changes were approved in subsequent motions; abstention requests on particular vendor payments (including to LJA and to Dow) were noted on the record prior to votes.
The city secretary read a suite of final‑reading ordinances including a franchise agreement authorizing Kilometers Liquid Terminals LLC to install a 16‑inch refined liquids pipeline within the city, updates to police service officer positions, appropriations for community development mitigation ($44,556), and contracts for material testing (approximately $45,588) and telephone purchases ($116,135) under a state contract. First readings covered speed‑limit adjustments on Center Street, a $886,425.75 rehabilitation contract for the rodeo grounds water system, and a $4,705,216.95 construction contract for the Vince Bayou Greenway Trail phase 1 project.
The council also accepted a number of donations and grant awards via resolution, including a ballistic canine vest valued at $1,500 for the police canine 'Draco' and an H‑E‑B donation of $5,000 for the Parks and Recreation 4th Fest event. Several emergency management and Homeland Security grant acceptances were also recorded.
Most consent and ordinance motions were carried without extended debate; where members registered abstentions or 'no' votes, those notations were recorded on the public record. The mayor closed the meeting after the final motions.
