Buffalo County commissioners approve fuel bid and bridge grant; hold budget hearing and executive session

BUFFALO COUNTY — The Buffalo County Board of Commissioners on Sept. 3 approved a county fuel contract and accepted a bridge engineering grant, heard public comments on the 2025 provisional budget and moved into an executive session on personnel.
Vice-Chair Donita Loudner moved to accept the meeting agenda and Chairman Dawn Cable seconded; Commissioner Rex Zastrow voted no and the motion carried with two affirmative votes. Later, Commissioner Rex Zastrow moved to approve the minutes of Aug. 6, 2024; Cable seconded and the board approved the minutes unanimously.
Buffalo County Highway Superintendent Tanner Grohs presented a fuel bid and the board approved a contract with Total Oil, Inc. The record shows the approved prices as Unleaded Bulk $3.17 per gallon, Ethanol Bulk $2.91 per gallon, and #2 Dyed Bulk Premium $2.87 per gallon; the transcript lists #1 Dyed Bulk Premium as N/A. Commissioner Rex Zastrow moved to accept the bid; Vice-Chair Donita Loudner seconded and the motion carried with all voting aye.
The board also approved the 2025 Preliminary Engineering Bridge Improvement Grant for Structure 09-240-135 (project #BRF 6281 (00) 25-1, PCN 09xp). Vice-Chair Donita Loudner moved to accept the grant in the amount of $47,500 (80%); Commissioner Rex Zastrow seconded and the motion passed unanimously.
During departmental reports, Grohs told the board the Buffalo County Highway Department had been awarded a bronze-level Safety Benefits Award, and Director of Equalization/911/Weed and Pest Supervisor Lee Sinkie reported the Buffalo County Courthouse received a similar bronze-level Safety Benefits Award. Auditor/Registrar of Deeds Debra Morrison noted one August hospitalization/billing during her report.
A public hearing on a United States Department of Agriculture roof project drew no comments. A separate public hearing on the county's 2025 provisional budget drew several concerned citizens who addressed the commission; the board took no formal action on the budget at the meeting.
The board voted to enter an executive session for personnel reasons at 1:50 p.m. on a motion by Commissioner Rex Zastrow, seconded by Vice-Chair Donita Loudner; they exited the session at 2:25 p.m. on a motion by Loudner, seconded by Zastrow. The board approved two automobile claims through SDPAA Claim and approved vouchers, payroll and reimbursements as presented. The meeting record lists Totals Payroll: $33,095.81; Total Reimbursements: $921.08; Total Payroll Deduction: $19,083.06; and Total Claims: $59,695.35.
The board scheduled its next meeting for Oct. 1, 2024, at 1:00 p.m. and adjourned the Sept. 3 session after a motion by Vice-Chair Donita Loudner and a second by Commissioner Rex Zastrow.
