The applicant (identified in the meeting as Neil Crennett) removed retail and several heavier industrial uses from the list of permitted activities. Commissioners heard the applicant describe operations as contractor/ grading work with a small fleet ("bulldozer, one track hoe"), storage in the rear of the property and an existing buffer between the site and adjacent homes.
Commissioner Reniger moved to approve the amended conditions; after a second and discussion the board recorded a 3–2 vote in favor. The conditions approved will be attached to the property and run with the land; the applicant and staff acknowledged that final platting, permitting and signatures from DOT, environmental-health and utilities must still occur before any construction or recording.
Chair and staff emphasized that approval at this meeting modified the conditional uses tied to the property, not a final plat approval; the final recorded subdivision plat and any required agency signoffs remain prerequisites for construction or change of use.
The applicant said he would maintain the property and asked the board to trust that the operation would be run tidily; commissioners asked staff to monitor compliance under the new conditions.
