Paoli council approves CCMG road contract, tax abatements, claims and multiple permits in routine session
Summary
Council awarded a $517,330 CCMG contract to Temple & Temple, approved several tax abatements and invoices, authorized auctions of town property including a Tahoe and a 1990 Cadillac limo, and approved $632,787.75 in claims with one dissenting vote.
At its April 7 regular meeting the Town of Paoli council approved a package of contracts, abatements, permits and claims.
Mary Austin of Cripe presented the Construction Contract between the Town of Paoli and Temple & Temple Excavating & Paving Inc. for the Community Crossings Matching Grant (CCMG) project with a total contract price of $517,330 and a local match of $103,466. The council authorized President Theron Owen to sign the contract; the motion passed 5-0.
Council approved tax abatement CF-1 forms for AnoPro, LLC (real property) and Electricom LLC (real property) finding substantial compliance; Green Acres Golf LLC’s CF-1 for personal property passed with President Owen recorded as abstaining. Theron Owen moved to appoint Brian Shipman to the Redevelopment Commission; the appointment passed with Shipman abstaining from the vote (4-0-1).
Kelvin McCord reported on utility equipment and proposed purchasing the back end of a digger truck for $30,000 rather than a whole new truck; council approved that option. The council also approved multiple permits and event requests: a farmers market use of the Paoli Community Park overflow lot contingent on insurance and waiver; a Circus Grimaldi permit for Jaycee Park June 3–4 contingent on waiver and insurance; recurring parade and vendor permits for fundraisers and vendors; and a motion that routine parade permits be administratively approved by the clerk-treasurer unless council action is required.
On public safety and assets, council authorized the auction of a 1990 Cadillac limo (title in town name) with a $3,000 reserve and approved taking a Tahoe out of service to auction on GovDeals. The council voted on adoption of Resolution 2026-02 to identify EDIT projects and reflect the Paoli Municipal Fire Department name change; the motion passed 5-0.
Deputy Clerk-Treasurer Rachel Anderson presented an Electric Tracking Factor adjustment (rate decrease) and a quote from Schneider’s Pest Control. Council approved the electric tracking adjustment contingent on publication and approved pest-control Option 2 for $2,500 to treat the entire building with a one-year warranty.
Council approved claims in the amount of $632,787.75 for March 18–April 6, 2026; the motion passed 4-1 with Councilmember Donna Dillard voting no. The meeting concluded after approval of additional invoices and routine administrative matters; the council adjourned at approximately 12:17 p.m.
