Paoli council rescinds CF-1 for AnoPro, approves Motsinger CF-1 and a $50,000 matching pledge for Springs of Hope

The Paoli Town Council addressed redevelopment and tax-abatement items during its April 10 special session, rescinding one earlier CF-1 approval after an assessor inquiry, approving another CF-1, and committing matching funds for a redevelopment grant.
Town Attorney Marilyn T. Fullen reported that County Assessor Linda Reynolds emailed saying the Form CF-1 submitted for AnoPro, LLC was invalid because AnoPro does not own the real estate; councilmembers voted 5-0 to rescind the prior approval of AnoPro's CF-1 and the finding that the property owner was in substantial compliance.
The council then approved a Form CF-1, Statement of Benefits (Real Property), for 111 N. Gospel St., Paoli, submitted by Motsinger Property Management LLC.
On redevelopment funding, the Redevelopment Commission recommended the town dedicate a $50,000 matching amount from casino funds, to be reimbursed by the Redevelopment Capital Fund, to help Springs of Hope Non-Profit apply to revitalize the Mineral Springs Hotel. The council approved the recommended commitment contingent on Springs of Hope receiving the grant; four members voted in favor and Donna Dillard abstained.
Separately, the council considered and approved (after rescinding an earlier action) the temporary closure of W. Campbell St./Cave St. in Jaycee Park to allow tree removal on Nathan Turner’s property from 7:00 a.m. to 12:00 noon on April 13, 2026 and directed staff to obtain quotes for a survey of Jaycee Park property.
