Paoli council closes lead service line hearing, approves waterworks revenue bonds and emergency operator hire

The Town of Paoli held a public hearing on its lead service line removal project at 10:00 a.m. on April 7, 2026; Eric Parsley of Commonwealth Engineers outlined the project phases and timeline and invited public comment. The hearing drew one question and closed at 10:06 a.m. after a unanimous council motion.
Following the hearing the council approved Resolution 2026-01 to issue waterworks revenue bonds to fund waterworks improvements related to the lead service line project. The motion, made by Councilmember Bobbie Bostock and seconded by Councilmember Brian Shipman, passed 5-0.
Parsley also presented a change order for the US 150 project (Change Order #1, Triple T) in the amount of $23,050 for revisions to extend a waterline relocation and regrade a sewer line; the council approved the change order 5-0. The council approved CEI #2026-02 (Amendment to Task Order Nos. 2024-01, 2025-01, 2025-02 & 2025-03) for $14,933 to cover additional engineering inspection/amendment work.
Parsley told the council that Phase 1 bids for the lead service line removal project will be opened on Friday (date in minutes). He also reported that the Indiana Department of Environmental Management (IDEM) inspected the town’s wastewater treatment plant and noted deficiencies, including the immediate need for coverage by a certified wastewater operator while the town’s certified operator is on leave. The council authorized hiring a certified wastewater operator, pending review and approval of a contract by Town Attorney Marilyn T. Fullen; the motion passed 5-0.
The council approved the Citco Water quote to purchase 45,000 pounds of AulClear for the WWTP at a cost of $7,785 to maintain plant operations.
The council’s actions keep the lead service line and related water/wastewater projects moving toward procurement and construction while addressing compliance and temporary staffing needs at the treatment plant. The town’s engineering firm expects Phase 1 contractor bids to be opened imminently.
