The Paoli Town Council approved several operational contracts and equipment purchases at its April 10 special session, including a retroactive consulting agreement, sewer-plant equipment, and new turnout gear for the fire department.
Town Attorney Marilyn T. Fullen announced a proposed Schutte Environmental Consulting and Compliance Agreement with a retroactive start date of April 7, 2026. The council approved the agreement on a 5-0 vote. Councilmember Danny Hickman moved and the council approved purchases for the sewer plant: a float from HP Thompson for $17,950.00 and a gearbox from Schmitt priced at $2,547.00; the council also authorized up to $1,800.00 for start-up work by Scott Schutte if required.
Donna Dillard moved to purchase turnout gear for the Fire Department from Morningpride at a total purchase price of $113,750.00 plus a $399.00 documentation fee. The motion approved financing through Republic First National in four annual payments at 8.27% (annual payment documented as $34,553.95), with the first payment due one year after signing. The council also authorized purchase of three gear racks for $5,478.00 plus shipping and designated payment from the Fire Department CCD and EDIT fund for part-time pay. The council approved an ordinance addition clarifying that statutorily mandated firefighter payments will be issued by the Clerk-Treasurer by year-end, conditioned on submission of request and documentation by November 30, and that a Form 1099-MISC will be issued for each payment. All motions in this grouping passed 5-0.
These actions fund routine operations and compliance support; the council gave no indication at the April 10 meeting of additional financing or bond issuance beyond the specified financing for the turnout gear.
