During the work session the commission reviewed a housing work-group recommendation to define ‘large scale’ developments and to incentivize a mix of housing types — including ADUs, multifamily and planned-unit developments (PUDs) — to achieve a broader housing supply.
Staff said the most direct local tool often is density flexibility or bonuses tied to specific developer commitments (for example, set-asides of affordable units), and commissioners discussed models ranging from density bonuses to tax incentives or TIF-like arrangements. One commissioner cited Port Covington as an example where tax and other incentives were used to spur large-scale mixed-use development; another urged the group to translate master-plan language into specific, actionable code changes rather than leaving vague recommendations.
Several members stressed that incentives should be geographically focused where infrastructure exists (the presentation singled out the Freedom Area and other locations with water and sewer) and that the county should set clear parameters for when bonuses apply and what they require (affordability thresholds, unit type mixes or size thresholds). Staff recommended defining explicit incentives and parameters so the master plan’s goals can be implemented rather than remaining aspirational.
Commissioners asked staff to identify which incentives have worked in other jurisdictions, return with draft incentive language (for example, density-bonus thresholds and where they apply) and continue refining the recommendation into specific code language.
