Paoli council orders survey, authorizes stop-work on unowned park strip

The Paoli Town Council voted unanimously on April 23 to proceed with a survey of a 34-foot strip of land at West Campbell Street and Cave Street near Jaycee Park after Town Attorney Lyn Tucker Fullen relayed information from county surveyor Matt Cooper indicating the strip has no listed owner. Fullen recommended moving forward with a survey and, if necessary, pursuing a quiet-title action to clarify ownership.
Council also authorized Benji Farris to issue a stop-work order for any activity on the portion of the property where ownership is not established until the survey and title are resolved. The motion authorizing the stop-work order passed 5-0.
The minutes do not record who is currently performing work at the site, the property owner listed on adjacent parcels, or a timeline for the survey. Attorney Fullen and council members said the survey is the next step before further action, and the quiet-title option was presented as a possible follow-up.
