Paoli council approves wastewater apprentice pay scale and appoints assistant foreman apprentice

At its April 23 special session, the Paoli Town Council approved enrolling a town trainee in Alliance Indiana Rural Water's apprenticeship program, authorized contacting licensed operator Scott Schutte to serve as an on‑the‑job mentor, and appointed Jacob Stroud as Assistant Foreman Apprentice at the wastewater plant.
Kelly Gardner of Alliance Indiana Rural Water told the council the next enrollment date is July 1, 2026. The council approved the apprenticeship application provided the trainee signs a Training Reimbursement Agreement. A motion to contact Scott Schutte to negotiate a mentoring arrangement was passed unanimously.
Council members also discussed pay for wastewater apprentices. Town Attorney Lyn Tucker Fullen read the water-distribution apprentice pay steps in the salary ordinance: $19.57 per hour to start, rising to $20.60 after 1,000 hours, $21.63 after 2,000 hours, $22.66 after 3,000 hours, and $23.69 after 4,000 hours. The council voted 5-0 to amend the salary ordinance and establish the same pay schedule for wastewater apprentices.
The minutes record the appointments and pay-scale amendment but do not include the apprentice's start date or whether existing staff salaries will be adjusted as a result. The council assigned follow-up to contact the mentor and finalize the apprenticeship paperwork.
