Paoli council adopts three ordinances on firefighter payments, waterworks revenue bonds and council organization

Town Attorney James C. Tucker presented three ordinances to the Paoli Town Council on April 21 and the council approved each by unanimous vote.

Ordinance No. 2026-06, presented by Tucker, adds a method of payment for firefighters as Section 32.76 to the town code. The ordinance states that statutorily mandated payments to firefighters will be issued by the Clerk-Treasurer by the end of each calendar year provided the firefighter, prior to November 30, submits a request including current address, amount owed and sufficient written documentation; the Clerk-Treasurer will issue a 1099 Misc. for each payment. The council voted 5-0 to adopt Ordinance 2026-06.

Ordinance No. 2026-07 authorizes the acquisition, construction and installation of waterworks improvements and the issuance and sale of revenue bonds in support of the lead service line replacement project; bond counsel Tom Pitman prepared the ordinance. The council approved Ordinance 2026-07 by a 5-0 vote.

Ordinance No. 2026-08 amends § 30.24(B) (Organization of Council) to clarify the officers of the Town Council and the duration of their terms. The council approved Ordinance 2026-08 by a 5-0 vote.

Town Attorney Tucker requested and the council granted retroactive approval for solicitation of financing quotes for a digger truck that had been solicited on April 16; a special meeting to open quotes was scheduled for April 23 at 1:00 p.m.

The ordinances take effect according to the town's standard implementation process; council members did not record amendments or dissent on the ordinance votes.
