Council approves festival ordinance, board appointments and meeting schedule; historic plaques and street art projects slated

Council approved a slate of routine and ceremonial items on Nov. 3 while also hearing community-project updates. By roll call, Council approved the meeting agenda and the minutes from Sept. 8 and Oct. 6. The Council conducted the second reading for Ordinance No. 16-2025 to establish the Atlantic Beach Gullah Geechee Festival as an annual festival, agreeing to remove specific timing language from Section Two before posting the ordinance, and approved the second reading by roll call vote.
Council tabled Ordinance No. 17-2025 (amendments to the business-license schedule required by Act 176 of 2020) to allow staff to provide further information. On appointments, the Council approved Tashni DeBoer for the Architectural Review Board and Jane Evans and Tiffany Lash for the Board of Zoning Appeals. The Council also approved the Town Council meeting schedule for 2026 after brief discussion of meeting start times and potential executive-session allowances.
On community projects, Linda Cheatham of the Historic Committee said the first officially recognized contributing-property plaque will be installed Nov. 21 at the Woods Villa on 31st Avenue; the committee requested Town purchase of two $180 plaques for Town Hall and the Community Center. Cheatham also announced the 32nd Avenue street-art project (funded by a Thriving Communities Grant) will go up Nov. 20'23 with volunteer painting activities scheduled.
No controversial votes were taken on these items; Council agreed to move forward with the plaque installations and the art project and directed staff to handle logistics and any necessary spending within Town purchasing authority or to return to Council if formal action is required.
