Speakers representing Norfolk Public Schools and educators urged the City Council to prioritize building maintenance and to direct savings from school closures back into classrooms.
Liz Albert of the NPS facilities planning committee presented a spreadsheet of facility condition indices and said that even with 12 planned building closures, 17 remaining buildings are in 'unacceptable' condition and an estimated $650,000,000 in repairs are needed. She said the school board requested $17,000,000 for major school maintenance but the proposed CIP allocates only $8,000,000, drawn from reversion funds rather than new city investment.
Teacher Marianna White said she was concerned about the speed of closures (six elementary schools within two years), possible overcrowding and transportation challenges, and urged that savings be reinvested in schools and that school land be used with environmental protection in mind. White also noted that federal and potential state funding uncertainties complicate planning.
Neither city staff nor council members replied to the commenters in the public hearing record; speakers asked the council to fund the specific $17 million request and to return reversion funds to the school operating budget.
