Coastal representatives said early charges were driven largely by cart-delivery and inventory problems and by data mismatches between legacy route software and Coastal's systems. Coastal said it has since reduced assessed fines significantly through operational adjustments.
City staff recommended waiving the first 30-day (August) performance damages to resolve the dispute; the amount stated in the meeting for that waiver was $70,450. Coastal accepted the adjustments for September and October after reconciliation. The commission voted to approve the director's recommendation; the motion carried 3-1 with Commissioner Wimberley recorded as the lone no vote.
The commission directed staff to continue working with Coastal to reconcile invoices and apply credits against future invoices as appropriate.
