Buffalo County commissioners adopt 2025 budget, set tax levies

BUFFALO COUNTY, S.D. — The Buffalo County Board of Commissioners adopted the county's 2025 annual budget at its Oct. 1 meeting, signed the accompanying resolution and listed levy amounts for county purposes and secondary roads.
Chairman Dawn Cable presided; Vice-Chair Donita Loudner and Commissioner Rex Zastrow were present. The board attested the budget adoption with signatures and Auditor/Register of Deeds Debra Morrison attested the document. The minutes include Resolution 2024-10, which the document says adopts the provisional budget as the annual budget for Jan. 1'Dec. 31, 2025 and states the budget is available for public inspection at the county finance officer's office. The resolution cites SDCL (7-21-5 thru 13).
The minutes list county tax levies and amounts under the budget heading: General County Purposes $395,011 with a levy rate of 1.423 per $1,000 of assessed valuation; Secondary Road $19,897 with a levy rate of 0.083 per $1,000. The board recorded that the budget and accompanying levies were adopted and are effective for the 2025 fiscal year.
The board also completed several routine business items. Commissioner Rex Zastrow moved and Vice-Chair Donita Loudner seconded motions that were carried unanimously to approve the meeting agenda and to approve the minutes of Sept. 3, 2024. The board approved a One-Day Uniform Alcoholic Beverage License application for the Abernathy American Legion Post after a motion by Zastrow and second from Loudner.
Buffalo County Highway Superintendent Tanner Grohs presented fuel bids. Vice-Chair Loudner moved to accept Total Oil, Inc.'s bid with listed prices: unleaded bulk $3.12, ethanol bulk $2.77 and #2 dyed bulk premix $2.79 (the minutes list #1 as N/A). Commissioner Rex Zastrow seconded and the motion carried with all voting Aye.
Auditor Debra Morrison reported the county's cash position as: Bank Balance $1,831,779.83; Certificates of Deposit $200,000.00; Cash & Cash Items $400.00; Total $2,032,179.83. She also noted there were zero hospitalizations in September, the general election is ongoing, and that 2025 liquor and wine license renewal notices for Lode Star Casino and Crow Creek Convenience Store had been mailed to the auditor for distribution.
The board approved vouchers and payroll. The minutes list Total Payroll $33,314.41; Total Reimbursements $269.66; Total Payroll Deductions $19,083.06. The minutes include two different totals for claims in separate lines (one line shows $23,785.91 and a subsequent summary line shows $22,654.11); the minutes do not reconcile those two amounts.
The board set its next meeting for Nov. 7, 2024, at 1:00 p.m. Vice-Chair Loudner moved to adjourn and Commissioner Zastrow seconded; the motion carried unanimously.
