Washington Terrace adopts interim budget and advances proposed property tax increase to fund sheriff contract

The Washington Terrace City Council on June 16 adopted an interim budget for fiscal year 2026-27 and approved a proposed property tax rate intended to generate about $98,100 for police services.
City Manager Tom Hanson presented a revised Property Tax Impact Schedule and said the schedule “has changed, as this schedule reflects the actual rates.” The schedule attached to the minutes lists a proposed general operations property tax rate of 0.001697 and shows proposed property tax revenue rising to $1,556,877 from a certified revenue base of $1,458,777.
The interim budget — described in the resolution as the city’s working tentative budget pending the Truth-in-Taxation process and final adoption before Sept. 1 — includes the comprehensive fee schedule for FY 2026-27. Hanson said the additional revenue would fund contractual increases for law enforcement services provided by the Weber County Sheriff’s Office; the police department line in the materials lists a proposed budget of $1,300,314, an amount $98,100 higher than the budget without the tax change.
Council Member Cheryl Parkinson moved to approve Resolution 26-08, and Council Member Michael Thomas seconded. The measure was approved by unanimous recorded tally (3-0).
The minutes and attached impact schedule contain slightly different numeric references in a few places (for example, an earlier line in the presentation materials lists a rate of 0.0016997 and an assessed-value example of $409,000). The schedule that the council adopted as part of the resolution lists the proposed rate as 0.001697 and uses an assessed-value example of $430,699; the minutes note that final rates and revenues could change after the Truth-in-Taxation process and final budget adoption.
A public hearing required under Truth-in-Taxation will be scheduled so residents can comment on the proposed change before a final tax rate is set.
