The airport27s truck-sander bid came in substantially under the $162,000 budgeted amount because the plow truck purchase had been completed earlier; staff explained the sander portion remained within the overall budget.
For a three-quarter-ton Public Works truck, staff recommended awarding to O'Connor Autopark after the lowest bidder failed to meet RFP specifications; the chair accepted the staff recommendation. Mike Martin, fleet director, confirmed the used paramedicine vehicle being considered for the community paramedicine pilot is a regular-gasoline 2022 Ford Explorer priced at $35,000.
Staff requested a waiver of the competitive bid process to continue buying the powered ambulance stretcher brand already in use across the fleet. A committee member asked whether funding came from 2026 or also from 2027; staff and the chair said the funding is in the 2026 capital plan and the item will be taken to the full council to approve the waiver.
Several of the procurement items were informational and did not require committee votes because they were under the statutory threshold; items requiring council action were forwarded to the full council for consideration.
