The Perry City Council approved a marketing agreement with HomeServe USA (Utility Service Partners) to offer optional service-line and in-home plumbing protection plans to residents.
Ashley Shaworski of HomeServe described the program as optional enrollment that provides 24/7 claims response and covers external water or sewer lines (up to $12,000 per incident) and in-home plumbing (up to $3,000 per incident), with no service fees or deductibles. She said HomeServe operates a contractor network, guarantees network work for 12 months and handles marketing, billing and customer service at no cost to the city.
Council members discussed local contractor participation in the HomeServe network and how royalty payments would be distributed; staff said the city would receive 10% of premiums collected annually and that the distribution could be split to the water/sewer/plumbing departments as directed. The council noted the agreement will also go to the water board of trustees for approval at its next meeting.
Council voted in favor of the marketing agreement; staff said the first royalty payment (if residents enroll) would be payable in January 2027 on a calendar-year basis and HomeServe will provide enrollment statistics and payment reports.
What happens next: The agreement will be shared with the water board of trustees for sign-off next week; if fully approved the city will work with HomeServe to vet and approve local contractors for the network and to approve any direct-mail marketing materials prior to mailing.
