Perry council approves CDBG roof-repair application and authorizes Region 12 support

The Perry City Council on Tuesday approved submitting a Community Development Block Grant application to the Iowa Economic Development Authority for a roof-repair program that would serve up to six homes inside city limits.
Carla, the city—ontract/project representative, told the council the proposed project totals $198,000 — about $18,000 for grant administration and $180,000 for rehabilitation and technical fees, plus the city match — and would pay for roof, fascia, soffit and gutter replacement on six qualifying homes. She said homeowners may be temporarily displaced for lead-safe work and that if the city submits more than six projects Davis-Bacon wage rules or Buy America requirements could apply.
Council members passed a resolution to submit the application and then approved two contingent agreements with Region 12: $18,000 for administrative services and a technical services agreement not to exceed $24,000. Carla described the technical services work as environmental reviews (noise, flood, radon, historic assessments), income verification, bidding and contract documents, inspections and lead-based-paint visual assessments for homes built before 1978.
Carla said the city planned to submit the application by May 22 and that committing the suggested match would strengthen the city's scoring. The city indicated awards would likely be made in late August or early September, with about a three-month contracting window required for environmental review and release of funds.
Council also approved amendment number 2 to a separate CDBG upper-story housing conversion grant contract, adding a $7,916.94 city match to close out accounting on that older project.
Next steps: The city will submit the CDBG application by the May 22 deadline and, if awarded, Region 12 would administer grant and technical tasks under the contingent agreements approved by the council.
