Commission conditionally approves expanded Garden Parks Estates plan, adds public road and shared detention pond

At a public hearing, city staff described a major change to a previously approved Garden Parks Estates condominium plan. The developer revised the plan from 11 to 13 lots, and staff recommended converting a proposed private drive into an improved public extension of 56th Street so it serves both Cowlitzville Park and the residential development.

Planning and engineering staff said the new alignment would place a cul-de-sac at the end of the park and create a combined detention pond on park land to serve both the park improvements and the subdivision. The revised plan increases the number of lots but requires cost-sharing of road and utility improvements between the developer and the city; staff said the details will be negotiated in project agreements.

An engineer for the project, Jake Melton (Early and Stuart), attended and offered to answer technical questions. Commissioners asked about the road width, emergency access (the extension is a cul-de-sac with one entrance/exit but allows emergency vehicles to turn around), and on-street parking restrictions for events; staff said future park plans include expanded parking and the agreement would prohibit parking within the road.

Commissioner Moore moved to approve the site plan with conditions 1–6 and basis points 1–9; the motion passed by voice vote.

What was decided: the revised Garden Parks Estates site plan was approved subject to the stated conditions and will move forward to the negotiation of cost-sharing and detailed construction plans.
