Brentwood board adopts several ordinances including parks restriction on hoverboards, Honey Coffee CUP and chiller sound enclosure

The Brentwood Board of Aldermen voted March 2 to adopt a package of ordinances and to table a separate item until March 16.
In old business the board perfected and adopted Bill 6590 (ordinance amending chapter 400 related to building permits) after amending language to make the architectural review board’s role "to review, consider, and take action." The amendment and final ordinance passed by roll call and the ordinance became 5215.
On transportation and parks policy the board discussed and adopted Bill 6592, an ordinance regulating alternative vehicles in the city that also amends park rules. Board discussion centered on whether small motorized play vehicles and personal mobility devices should be allowed on sidewalks, trails or in parks. Chief Speese of public safety said officers are given discretion but warned against letting young children use motorized play vehicles unsupervised: "Don't let a 6 year old take her Barbie thing out of your house and go 2 blocks to the park. It's a bad idea," he said. Eric (city staff) said hoverboards and similar devices are often prohibited in parks because they are harder to control: "...a device that is can lead to mistakes and it's harder to control than, say, just a regular bike or even a skateboard." The board voted to pass the alternative-vehicles ordinance, which the clerk recorded as becoming ordinance 5216.
The board granted a requested same-night second reading and then adopted Bill 6593, approving the site development plan and issuing a conditional use permit for Honey Coffee to operate a restaurant with carryout at 13 Brentwood Promenade Court (the applicant described limited seating, a carryout focus and said parking is available). Bill 6593 became ordinance 5217.
In new business the board approved Bill 6594, granting site development plan approval for a chiller equipment sound enclosure at 2555 Hermelin Drive. Dennis Johnson (senior project manager) and engineer Davis Beglin said their design aims to reduce noise to 49.9 dBA at the property line and that follow-up sound testing at project completion will confirm compliance; they also said a FEMA "no rise" determination will be required because the chiller sits in a floodway. The board approved a second reading and later adopted the ordinance, which became 5218.
A motion to table bill 6591 (item 10b) until the March 16 meeting was made and carried earlier in the meeting.
